Louis Charles Hook was born in Ypsilanti, Michigan in 1956. He was educated in Mississippi at USM, in California at UCLA, TKCS and ULC Seminary. He is a member of the Chaplain Corps of the SDF / SMR of the State of California with the position of Senior Master Chaplain Assistant. He was ordained in 2005 after completing his CPE training for Associate Chaplain.
